Licensing and Passports

Driver’s License

Alabama drivers’ licenses, CDLs, state ID cards, and Star IDs are renewable online as early as 60 days prior to the expiration date, with a valid credit card. Only renewals and duplicates can be performed online. Online renewals are only allowed once every 8 years.
For changes to an existing license, CDL, ID, or Start ID, you will need to visit the Blount County Probate Office, located on the ground floor of the Blount County Courthouse or at the Hayden Courthouse Annex. However, if the CDL is HAZMAT endorsed, changes must be made in the Driver’s License Examination Office, located in the basement of the courthouse.
Alabama Online Driver License Issuance
To test for a driver’s training permit or driver’s license, visit the Driver’s License Examination Office, located in the basement of the Blount County Courthouse.

Passports

First-time applicants must apply for a passport in person at the Blount County Courthouse or Oneonta Post Office.

Renewals may be made by mail if certain conditions are met . All other renewals must be made in person at the Blount County Courthouse or Oneonta Post Office.

First-time applicants
Bring the following documentation and payments to one of the following two location in Blount County: Records room located in the basement of the Blount County Courthouse or Oneonta Post Office located at 333 7th St N, Oneonta.

  1. Fill Out Form DS-11: Application For A U.S. Passport

Complete by hand
Complete & print

  1. Submit Evidence of U.S. Citizenship (e.g. birth certificate)
  2. Present Identification (e.g. driver’s license, ID, or Star ID)
  3. Submit a Photocopy of the Identification Document(s) Presented (a copy can be made in the office)
  4. Pay the Applicable Fee
    1. Adults (ages 16 and older)
      1. $110 by check, cashier’s check, or money order, payable to US Department of State
      2. $25 by credit/debit, cash, check, cashier’s check, or money order, payable to Chris Green if applying at the courthouse, payable to the US Department of State if applying at the Oneonta Post Office
    2. Minors (ages 15 and younger)
      1. $80 by check, cashier’s check, or money order, payable to US Department of State
      2. $25 by credit/debit, cash, check, cashier’s check, or money order, payable to Chris Green if applying at the courthouse, payable to the US Department of State if applying at the Oneonta Post Office
  5. Provide One Passport Photo (can be attained at most photo departments in stores such as CVS or Wal-Mart)

Renewals

  1. Fill Out Form DS-82: US Passport Renewal Application

Complete by hand
Complete & print

  1. Submit your most recent US passport book and/or card (this will be returned to you)
  2. Submit a certified copy of your marriage certificate or court order if your name has changed
  3. Pay the Applicable Fee
    1. Adults (ages 16 and older)
      1. $110 by check, cashier’s check, or money order, payable to US Department of State
    2. Minors (ages 15 and younger)
      1. $80 by check, cashier’s check, or money order, payable to US Department of State
  4. Provide One Passport Photo (can be attained at most photo departments in stores such as CVS or Wal-Mart)

Passport Card
A passport card costs less and may be used for travel outside the US by land or by sea, but may not be used for air travel outside the country. The same documentation is required, but the fee is $30 for adults and $15 for minors (ages 15 and younger). This fee is payable to the US Department of State and may only be made by check, cashier’s check, or money order. First-time applicants must also pay a $25 fee, payable to Chris Green, if application is made at the courthouse, or to the US Department of State, if application is made at the Oneonta Post Office. The $25 fee may be made by credit/debit, cash, check, cashier’s check, or money order.
